Fukushima Radiation Found in Tuna Off California
 
Detectable amounts of cesium-137 and cesium-134 were found in bluefin tuna caught off the coast of California about four months after the Fukushima nuclear disaster in Japan, US scientists reported on Monday.

The timing is important because it shows that migrating fish carried radiation much further and faster than either wind or ocean currents. In addition, of course, the bluefin are a highly prized edible fish found in sushi restaurants all over the world.

Without making a definitive judgment on the safety of the fish, lead author Daniel Madigan of Stanford University's Hopkins Marine Station told Reuters that the amount of radioactive material detected was far less than the Japanese safety limit. 
 
"I wouldn't tell anyone what's safe to eat or what's not safe to eat," she said. "It's become clear that some people feel that any amount of radioactivity, in their minds, is bad and they'd like to avoid it."

Reuters reports:
There was about five times the background amount of cesium 137 in the bluefin tuna they tested, but that is still a tiny quantity, Madigan said: 5 becquerels instead of 1 becquerel. (It takes 37 billion becquerels to equal 1 curie; for context, a pound of uranium-238 has 0.00015 curies of radioactivity, so one becquerel would be a truly miniscule proportion.)
The researchers figured that the elevated levels of cesium 137 and all of the cesium 134 they detected came from Fukushima because of the way bluefin tuna migrate across the Pacific.
Bluefin tuna spawn only in the western Pacific, off the coasts of Japan and the Philippines. As young fish, some migrate east to the California coast, where upwelling ocean water brings lots of food for them and their prey. They get to these waters as juveniles or adolescents, and remain there, fattening up.
Judging by the size of the bluefin tuna they sampled - they averaged about 15 pounds (6 kg) - the researchers knew these were young fish that had left Japanese water about a month after the accident.
Most of the radiation was released over a few days in April 2011, and unlike some other compounds, radioactive cesium does not quickly sink to the sea bottom but remains dispersed in the water column, from the surface to the ocean floor.
Fish can swim right through it, ingesting it through their gills, by taking in seawater or by eating organisms that have already taken it in, Madigan said.

The Guardian adds:
The results "are unequivocal. Fukushima was the source", said Ken Buesseler of the Woods Hole Oceanographic Institution, who played no part in the research.
Japan's chief cabinet secretary, Osamu Fujimura, conceded that the findings suggested the monitoring of radiation levels in fish outside Japanese waters may have to be stepped up. [...]
"We were frankly kind of startled," said Nicholas Fisher, an expert at Stony Brook University in New York who took part in the study. "That's a big ocean. To swim across it and still retain these radionuclides is pretty amazing."
The operator of the Fukushima Daiichi plant, Tokyo Electric Power, estimates that 18,000 terabecquerels of radioactive materials flowed into the Pacific after the accident, either in the form of fallout, or through mixing with water that leaked from the facility. A terabecquerel is equal to 1tn becquerels.

Growing Fear Over Fukushima Fuel Pool 4 as Wall Bulge Detected

A new bulge in the walls of the Fukushima Unit 4 nuclear plant has driven growing new fears over in Japan.

On Saturday Japan’s government sent Environment and Nuclear Minister Goshi Hosonoto to inspect Unit 4.

Mr Hosono said the government accepted the Tokyo Electric Power Company's assurances that reinforcement work had shored up the building.

But many Japanese have scoffed at such assurances and point out that the pool's cooling system has malfunctioned several times.

''The No. 4 reactor is visibly damaged and in a fragile state, down to the floor that holds the spent fuel pool,'' said Hiroaki Koide, an assistant professor at Kyoto University's Research Reactor Institute. ''Any radioactive release could be huge and go directly into the environment.''

What passes for normal at the Fukushima Daiichi plant today would have caused shudders among even the most sanguine of experts before an earthquake and tsunami set off the world’s second most serious nuclear crisis after Chernobyl.

Fourteen months after the accident, a pool brimming with used fuel rods and filled with vast quantities of radioactive cesium still sits on the top floor of a heavily damaged reactor building, covered only with plastic.

The public’s fears about the pool have grown in recent months as some scientists have warned that it has the most potential for setting off a new catastrophe, now that the three nuclear reactors that suffered meltdowns are in a more stable state, and as frequent quakes continue to rattle the region.

Senator Wyden, whose state could lie in the path of any new radioactive plumes, is among those pushing for faster action. After his recent visit to the ravaged plant, he said the pool at No. 4 poses “an extraordinary and continuing risk” and the retrieval of spent fuel “should be a priority, given the possibility of further earthquakes.”The worries picked up new traction in recent days after the operator of the plant, Tokyo Electric Power Company, or Tepco, said it had found a slight bulge in one of the walls of the reactor building, stoking fears over the building’s safety.

To try to quell such worries, the government sent the environment and nuclear minister to the plant on Saturday, where he climbed a makeshift staircase in protective garb to look at the structure supporting the pool, which he said appeared sound. The minister, Goshi Hosono, added that although the government accepted Tepco’s assurances that reinforcement work had shored up the building, it ordered the company to conduct further studies because of the bulge. Senator Ron Wyden, Democrat of Oregon, expressed similar concerns during a trip to Japan last month.

The fears over the pool at Reactor No. 4 are helping to undermine assurances by Tepco and the Japanese government that the Fukushima plant has been stabilized, and are highlighting how complicated the cleanup of the site, expected to take decades, will be. The concerns are also raising questions about whether Japan’s all-out effort to convince its citizens that nuclear power is safe kept the authorities from exploring other — and some say safer — options for storing used fuel rods.

“It was taboo to raise questions about the spent fuel that was piling up,” said Hideo Kimura, who worked as a nuclear fuel engineer at the Fukushima Daiichi plant in the 1990s. “But it was clear that there was nowhere for the spent fuel to go.”

The worst-case situations for Reactor No. 4 would be for the pool to run dry if there is another problem with the cooling system and the rods catch fire, releasing enormous amounts of radioactive material, or for fission to restart if the metal panels that separate the rods are knocked over in a quake. That would be especially bad because the pool, unlike reactors, lacks containment vessels to hold in radioactive materials. (Even the roof that used to exist would be no match if the rods caught fire, for instance.)

According to Tepco, the pool at the No. 4 reactor, which was not operating at the time of the accident, holds 1,331 spent fuel assemblies, which each contain dozens of rods. Several thousand rods were removed from the core just three months before so the vessel could be inspected. Those rods, which were not fully used up, could more easily support chain reactions than the fully spent fuel.

Japan's Toxic Tsunami Debris Heads Towards North America

As the heavier debris from the March 2011 tsunami that struck Japan makes its way across the Pacific Ocean, scientists warn of the ecological threat of toxic, chemical debris headed towards North America's western coast.

"Finding one drum of, say, paint thinner, or something you might find in your garage, it's not hugely toxic. But if you find 50 of them all washed up on a rocky shore and then breaking and leaking, then you have some problems."

"This is more hazardous than oil," Chris Pallister of the Gulf of Alaska Keeper Organization warns the Homer Tribune. "Entire communities went into the ocean — industrial, household chemicals, anything you can think of in your garage — and it's all coming here. This is like a great big toxic spill that is widely dispersed."

Chris Pallister, who's been cleaning marine debris on Alaska's Montague Island for 15 years, told CNN, "The influx of tsunami debris really concerns us mostly because of the amount of Styrofoam that's coming with it and also the toxic chemicals that are coming. We think they're going to have a really detrimental impact on the environment out here long term."

CBC News: Chemicals in tsunami debris could pose coastal threat
The spill and spread of industrial chemicals across the coastline of British Columbia is a possibility as slower-moving tsunami debris from Japan approaches the west coast, according to experts observing its movements.
The risk of chemical contamination is sizable, especially considering that many of the tsunami-affected areas on the Japanese coast were industrial and used many different types of toxic chemicals in manufacturing operations.
"[Chemical contamination] could be a real threat," said Dr. M. Sanjayan, the lead scientist at conservation group the Nature Conservancy. "For example, it's very hard to imagine how 50 drums [filled] with something could all show up at the same time, unless it's an event like this. That's where it can be a little dangerous. [...]
Dianna Parker of the NOAA notes that the majority of the debris is heavier and slower-moving than the more buoyant items that have been found on coastlines in recent months. Objects that ride high, such as plastic containers, bottles and buoys, travel much faster than intact and possibly dangerous industrial chemical containers. The bulk of the debris pulled out to sea by the tsunami is still suspended north of the main Hawaiian Islands in the Pacific. [...]
The Nature Conservancy and the NOAA believe that publicity surrounding the debris field will bring attention to the fact that ocean-going debris from the tsunami merely added to an ever-growing pile of junk accumulating in the Pacific and on shorelines. The estimated five million tonnes of debris from the Japanese tsunami represents less than one per cent of what's already out there in the Pacific.

Mother Nature Network: Japan tsunami debris looms off U.S. coasts
The Pacific Ocean is no stranger to litter, thanks to a big maritime mess known as the Great Pacific Garbage Patch. But for the past 14 months, a different type of debris has been sailing around the Pacific — not the familiar bits of plastic found in the garbage patch, but some 5 million tons of detritus that washed offshore after the deadly Japanese earthquake and tsunami of March 2011. While it pales in comparison to the disaster that sent it there, some worry all this debris could pose environmental dangers for the U.S. and Canada, possibly even on par with an oil spill. "This is more hazardous than oil," Chris Pallister of the Gulf of Alaska Keeper Organization tells the Homer Tribune. "Entire communities went into the ocean — industrial, household chemicals, anything you can think of in your garage — and it's all coming here. Nonetheless, many people from Alaska to California say tsunami debris is already flooding in, and they want immediate action. "The time for talk is over," Sen. Mark Begich, D-Alaska, said in a recent statement. "The prospect of debris coming to our shorelines is not just a theory, it is here." Begich and other lawmakers have pushed the Obama administration to allocate emergency funds to study the tsunami debris, and to reconsider a planned budget cut for NOAA's Marine Debris Program.

TEPCO: Fukushima Radiation Isn’t Our Problem

In the amoral milieu of the corporate bottom line, you can’t blame Tokyo Electric Power Co. for trying.

Tepco owns the 6-reactor Fukushima complex that was wrecked by Japan’s March 11 earthquake and smashed by the resulting tsunami. It faces more than $350 billion in compensation and clean-up costs, as well as likely prosecution for withholding crucial information that may have prevented some radiation exposures and for operating the giant station after being warned about the inadequacy of its protections against disasters.

So when the company was hauled into Tokyo District Court Oct. 31 by the Sunfield Golf Club, which was demanding decontamination of the golf course, Tepco lawyers tried something novel. They claimed the company isn’t liable because it no longer “owned” the radioactive poisons that were spewed from its destroyed reactors.

“Radioactive materials that scattered and fell from the Fukushima No. 1 nuclear plant belong to individual landowners there, not Tepco,” the company said. This stunned the Court, the plaintiffs and the press. An attorney for the golf club said, “We are flabbergasted….”

The court rejected Tepco’s notion that its cancer-causing pollution is owned by the areas it contaminated. But you have to hand it to Tepco. For brash balderdash there’s hardly a match in the world.

Even Union Carbide, whose toxic gas in Bhopal, India killed 15,000 people in 1984, hasn’t tried that one. Dow Chemical, which bought Union Carbide in 2001, is still fighting India’s demand for $1.7 billion in compensation. Perhaps Dow could try Tepco’s dodge: “The gas belongs to the breather now, since possession is nine-tenths of the law.”

Meanwhile, babies in Japan may be in for a life of debilitation and disease because radioactive cesium-137 and cesium-134 was recently found in infant milk powder. A December 6 announcement by the Meiji Holdings Company, Inc. said it was recalling 400,000 cans of its “Meiji Step,” powdered milk for babies older than 9 months. The powder was packaged in April — at the height of Fukushima’s largest radiation releases — distributed mostly in May and has an October 2012 expiration date.

The amount of cesium in one serving of the milk powder was about eight percent of the total contamination allowed by the government. But no one knows how much formula individual babies may have consumed prior to the recall. It is well known that fetuses, infants, children and women are harmed by doses of radiation below officially allowed exposures. Most exposure standards have been established in view of radiation’s projected effect on “Reference Man,” a hypothetical 20 to 30 year old white male, rather than women and children, the most vulnerable.

Even tiny amounts of internal radioactive contamination can damage DNA, cause cancer and weaken the immune system. Fukushima’s meltdowns dispersed radioactive contamination found in vegetables, milk, seafood, water, grain, animal feed and beef. Green tea grown 250 miles from Fukushima was found contaminated. Rice harvested this fall from 154 farms in Fukushima Prefecture was found in November to be poisoned with cesium 25 percent above the allowable limit. Shipments of rice from those farms were banned, but not before many tons had been sold. Presumably, that radiation is now the property of each consumer under the inventive assertion of Tepco’s corporate attorneys.

Japan's Cesium Leak Equal to 168 '45 A-Bombs



NISA compares contamination to Hiroshima blast

The amount of radioactive cesium ejected by the Fukushima reactor meltdowns is about 168 times higher than that emitted in the atomic bombing of Hiroshima, the government's nuclear watchdog said Friday.

The blast wave of "Little Boy," dropped on Hiroshima on Aug. 6, 1945, destroyed most of the city and eventually killed as many as 140,000 people. The Nuclear and Industrial Safety Agency provided the estimate at the request of a Diet panel but noted that making a simple comparison between an instantaneous bomb blast and a long-term accidental leak is problematic and could lead to "irrelevant" results.

The report said the crippled Fukushima No. 1 plant has released 15,000 terabecquerels of cesium-137, which lingers for decades and can cause cancer, compared with the 89 terabecquerels released by the U.S. atomic bombing of Hiroshima.

The report estimated each of the 16 isotopes released by the "Little Boy" bomb and 31 of those detected at the Fukushima plant. NISA has said the radiation released at Fukushima was about one-sixth of that released during the 1986 Chernobyl disaster.

"Little Boy," dropped Aug. 6, 1945, destroyed most of the city and eventually killed as many as 140,000 people.

Most of the Hiroshima victims were killed in the initial heat wave, while others died from the neutron rays generated by the midair explosion or the deadly radioactive fallout. No one has died yet from radiation emitted by the Fukushima plant, where explosions caused by unvented hydrogen blew apart the upper halves of the reactor buildings but left the reactor cores in place.

The report estimated that iodine-131, another isotope that accumulates in the thyroid gland, and strontium-90, which has a 28-year half-life and can accumulate in bones, leaked from the plant in amounts roughly equal to 2½ higher than the Hiroshima atomic bomb.

A separate government report released Thursday said that 22 percent of cesium-137 and 13 percent of iodine-131 released from the plant landed on the ground, with the remainder landing either in the ocean or outside its simulation area.

The National Institute for Environmental Studies said its simulation of aerial flow, diffusion and deposition of the two isotopes released from the tsunami-hit plant showed their impact reached most of eastern Japan, stretching from Iwate Prefecture in the north and to Tokyo and Shizuoka Prefecture further south.

The study also showed that iodine-131 tended to spread radially and cesium-137 tended to create "hot spots."

Fukushima Radiation Levels Alarm Doctors

Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima's heavily damaged Daiichi nuclear power plant.

"How much radioactive materials have been released from the plant?" asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo's Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan's House of Representatives.

"The government and TEPCO have not reported the total amount of the released radioactivity yet," said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant.

There is widespread concern in Japan about a general lack of government monitoring for radiation, which has caused people to begin their own independent monitoring, which are also finding disturbingly high levels of radiation.

Kodama's centre, using 27 facilities to measure radiation across the country, has been closely monitoring the situation at Fukushima - and their findings are alarming.

According to Dr Kodama, the total amount of radiation released over a period of more than five months from the ongoing Fukushima nuclear disaster is the equivalent to more than 29 "Hiroshima-type atomic bombs" and the amount of uranium released "is equivalent to 20" Hiroshima bombs.

Kodama, along with other scientists, is concerned about the ongoing crisis resulting from the Fukushima situation, as well as what he believes to be inadequate government reaction, and believes the government needs to begin a large-scale response in order to begin decontaminating affected areas.

Distrust of the Japanese government's response to the nuclear disaster is now common among people living in the effected prefectures, and people are concerned about their health.
Recent readings taken at the plant are alarming.

When on August 2nd readings of 10,000 millisieverts (10 sieverts) of radioactivity per hour were detected at the plant, Japan's science ministry said that level of dose is fatal to humans, and is enough radiation to kill a person within one to two weeks after the exposure.

10,000 millisieverts (mSv) is the equivalent of approximately 100,000 chest x-rays.

It is an amount 250 per cent higher than levels recorded at the plant in March after it was heavily damaged by the earthquake and ensuing tsunami.

The operator of Japan's crippled Fukushima Daiichi nuclear power plant, Tokyo Electric Power Company (TEPCO), that took the reading, used equipment to measure radiation from a distance, and was unable to ascertain the exact level because the device's maximum reading is only 10,000 mSv.

TEPCO also detected 1,000 millisieverts (mSv) per hour in debris outside the plant, as well as finding 4,000 mSv per hour inside one of the reactor buildings.

The Fukushima disaster has been rated as a "level seven" on the International Nuclear and Radiological Event Scale (INES). This level, the highest, is the same as the Chernobyl nuclear disaster in 1986, and is defined by the scale as: "[A] major release of radioactive material with widespread health and environmental effects requiring implementation of planned and extended countermeasures."

The Fukushima and Chernobyl disasters are the only nuclear accidents to have been rated level seven on the scale, which is intended to be logarithmic, similar to the scale used to describe the comparative magnitude of earthquakes. Each increasing level represents an accident approximately ten times more severe than the previous level.

Doctors in Japan are already treating patients suffering health effects they attribute to radiation from the ongoing nuclear disaster.

"We have begun to see increased nosebleeds, stubborn cases of diarrhoea, and flu-like symptoms in children," Dr Yuko Yanagisawa, a physician at Funabashi Futawa Hospital in Chiba Prefecture, told Al Jazeera.

She attributes the symptoms to radiation exposure, and added: "We are encountering new situations we cannot explain with the body of knowledge we have relied upon up until now."
"The situation at the Daiichi Nuclear facility in Fukushima has not yet been fully stabilised, and we can't yet see an end in sight," Yanagisawa said. "Because the nuclear material has not yet been encapsulated, radiation continues to stream into the environment."

Health concerns
Al Jazeera's Aela Callan, reporting from Japan's Ibaraki prefecture, said of the recently detected high radiation readings: "It is now looking more likely that this area has been this radioactive since the earthquake and tsunami, but no one realised until now."

Workers at Fukushima are only allowed to be exposed to 250 mSv of ionising radiation per year.

Junichi Matsumoto, a TEPCO spokesman, said the high dose was discovered in an area that does not hamper recovery efforts at the stricken plant.

Yet radioactive cesium exceeding the government limit was detected in processed tea made in Tochigi City, about 160km from the troubled Fukushima Daiichi nuclear plant, according to the Tochigi Prefectural Government, who said radioactive cesium was detected in tea processed from leaves harvested in the city in early July.

The level is more than 3 times the provisional government limit.

Yanagisawa's hospital is located approximately 200km from Fukushima, so the health problems she is seeing that she attributes to radiation exposure causes her to be concerned by what she believes to be a grossly inadequate response from the government.

From her perspective, the only thing the government has done is to, on April 25, raise the acceptable radiation exposure limit for children from 1 mSv/year to 20 mSv/year.

"This has caused controversy, from the medical point of view," Yanagisawa told Al Jazeera. "This is certainly an issue that involves both personal internal exposures as well as low-dose exposures."

Junichi Sato, Greenpeace Japan Executive Director, said: "It is utterly outrageous to raise the exposure levels for children to twenty times the maximum limit for adults."

"The Japanese government cannot simply increase safety limits for the sake of political convenience or to give the impression of normality."

Authoritative current estimates of the health effects of low-dose ionizing radiation are published in the Biological Effects of Ionising Radiation VII (BEIR VII) report from the US National Academy of Sciences.

The report reflects the substantial weight of scientific evidence proving there is no exposure to ionizing radiation that is risk-free.

The BEIR VII estimates that each 1 mSv of radiation is associated with an increased risk of all forms of cancer other than leukemia of about 1-in-10,000; an increased risk of leukemia of about 1-in-100,000; and a 1-in-17,500 increased risk of cancer death.

Dr Helen Caldicott, the founding president of Physicians for Social Responsibility, a group that was awarded the Nobel Peace Prize in 1985, is equally concerned about the health effects from Japan's nuclear disaster.

"Radioactive elements get into the testicles and ovaries, and these cause genetic disease like diabetes, cystic fibrosis, and mental retardation," she told Al Jazeera. "There are 2,600 of these diseases that get into our genes and are passed from generation to generation, forever."

So far, the only cases of acute radiation exposure have involved TEPCO workers at the stricken plant. Lower doses of radiation, particularly for children, are what many in the medical community are most concerned about, according to Dr Yanagisawa.

"Humans are not yet capable of accurately measuring the low dose exposure or internal exposure," she explained, "Arguing 'it is safe because it is not yet scientifically proven [to be unsafe]' would be wrong. That fact is that we are not yet collecting enough information to prove the situations scientifically. If that is the case, we can never say it is safe just by increasing the annual 1mSv level twenty fold."

Her concern is that the new exposure standards by the Japanese government do not take into account differences between adults and children, since children's sensitivity to radiation exposure is several times higher than that of adults.

Al Jazeera contacted Prime Minister Naoto Kan's office for comment on the situation.
Speaking on behalf of the Deputy Cabinet Secretary for Public Relations for the Prime Minister's office, Noriyuki Shikata said that the Japanese government "refers to the ICRP [International Commission on Radiological Protection] recommendation in 2007, which says the reference levels of radiological protection in emergency exposure situations is 20-100 mSv per year. The Government of Japan has set planned evacuation zones and specific spots recommended for evacuation where the radiation levels reach 20 mSv/year, in order to avoid excessive radiation exposure."

The prime minister's office explained that approximately 23bn yen ($300mn) is planned for decontamination efforts, and the government plans to have a decontamination policy "by around the end of August", with a secondary budget of about 97bn yen ($1.26bn) for health management and monitoring operations in the affected areas.

When questioned about the issue of "acute radiation exposure", Shikata pointed to the Japanese government having received a report from TEPCO about six of their workers having been exposed to more than 250 mSv, but did not mention any reports of civilian exposures.

Prime Minister Kan's office told Al Jazeera that, for their ongoing response to the Fukushima crisis, "the government of Japan has conducted all the possible countermeasures such as introduction of automatic dose management by ID codes for all workers and 24 hour allocation of doctors. The government of Japan will continue to tackle the issue of further improving the health management including medium and long term measures".

Shikata did not comment about Kodama's findings.

Kodama, who is also a doctor of internal medicine, has been working on decontamination of radioactive materials at radiation facilities in hospitals of the University of Tokyo for the past several decades.

"We had rain in Tokyo on March 21 and radiation increased to .2 micosieverts/hour and, since then, the level has been continuously high," said Kodama, who added that his reporting of radiation findings to the government has not been met an adequate reaction. "At that time, the chief cabinet secretary, Mr Edano, told the Japanese people that there would be no immediate harm to their health."

Kodama is an expert in internal exposure to radiation, and is concerned that the government has not implemented a strong response geared towards measuring radioactivity in food.
"Although three months have passed since the accident already, why have even such simple things have not been done yet?" he said. "I get very angry and fly into a rage."

According to Kodama, the major problem caused by internal radiation exposure is the generation of cancer cells as  the radiation causes unnatural cellular mutation.

"Radiation has a high risk to embryos in pregnant women, juveniles, and highly proliferative cells of people of growing ages. Even for adults, highly proliferative cells, such as hairs, blood, and intestinal epithelium cells, are sensitive to radiation."

'Children are at greater risk'
Early on in the disaster, Dr Makoto Kondo of the department of radiology of Keio University's School of Medicine warned of "a large difference in radiation effects on adults compared to children".

Kondo explained the chances of children developing cancer from radiation exposure was many times higher than adults.

"Children's bodies are underdeveloped and easily affected by radiation, which could cause cancer or slow body development. It can also affect their brain development," he said.

Yanagisawa assumes that the Japanese government's evacuation standards, as well as their raising the permissible exposure limit to 20mSv "can cause hazards to children's health," and therefore "children are at a greater risk".

Nishio Masamichi, director of Japan's Hakkaido Cancer Centre and a radiation treatment specialist, published an article on July 27 titled: "The Problem of Radiation Exposure Countermeasures for the Fukushima Nuclear Accident: Concerns for the Present Situation".
In the report, Masamichi said that such a dramatic increase in permitted radiation exposure was akin to "taking the lives of the people lightly". He believes that 20mSv is too high, especially for children who are far more susceptible to radiation.

"No level of radiation is acceptable, for children or anyone else," Caldicott told Al Jazeera. "Children are ten to 20 times more sensitive than adults. They must not be exposed to radiation of any level. At all."

In early July, officials with the Japanese Nuclear Safety Commission announced that approximately 45 per cent of children in the Fukushima region had experienced thyroid exposure to radiation, according to a survey carried out in late March. The commission has not carried out any surveys since then.

"Now the Japanese government is underestimating the effects of low dosage and/or internal exposures and not raising the evacuation level even to the same level adopted in Chernobyl," Yanagisawa said. "People's lives are at stake, especially the lives of children, and it is obvious that the government is not placing top priority on the people's lives in their measures."

Caldicott feels the lack of a stronger response to safeguard the health of people in areas where radiation is found is "reprehensible".

"Millions of people need to be evacuated from those high radiation zones, especially the children."

Dr Yanagisawa is concerned about what she calls "late onset disorders" from radiation exposure resulting from the Fukushima disaster, as well as increasing cases of infertility and miscarriages.

"Incidence of cancer will undoubtedly increase," she said. "In the case of children, thyroid cancer and leukemia can start to appear after several years. In the case of adults, the incidence of various types of cancer will increase over the course of several decades."

Yanagisawa said it is "without doubt" that cancer rates among the Fukushima nuclear workers will increase, as will cases of lethargy, atherosclerosis, and other chronic diseases among the general population in the effected areas.

Yanagisawa believes it is time to listen to survivors of the atomic bombings. "To be exposed to radiation, to be told there is no immediate effect, and afterwards to be stricken with cancer - what it is like to suffer this way over a long period of time, only the survivors of the atomic bombings can truly understand," she told Al Jazeera.

Radioactive food and water
An August 1 press release from Japan's MHLW said no radioactive materials have been detected in the tap water of Fukushima prefecture, according to a survey conducted by the Japanese government's Nuclear Emergency Response Headquarters.

The government defines no detection as "no results exceeding the 'Index values for infants (radioactive iodine)'," and says "in case the level of radioactive iodine in tap water exceeds 100 Bq/kg, to refrain from giving infants formula milk dissolved by tap water, having them intake tap water … "

Yet, on June 27, results were published from a study that found 15 residents of Fukushima prefecture had tested positive for radiation in their urine.

Dr Nanao Kamada, professor emeritus of radiation biology at Hiroshima University, has been to Fukushima prefecture twice in order to take internal radiation exposure readings and facilitated the study.

"The risk of internal radiation is more dangerous than external radiation," Dr Kamada told Al Jazeera. "And internal radiation exposure does exist for Fukushima residents."

According to the MHLW, distribution of several food products in Fukushima Prefecture remain restricted. This includes raw milk, vegetables including spinach, kakina, and all other leafy vegetables, including cabbage, shiitake mushrooms, bamboo shoots, and beef.

The distribution of tealeaves remains restricted in several prefectures, including all of Ibaraki, and parts of Tochigi, Gunma, Chiba, Kanagawa Prefectures.

Iwate prefecture suspended all beef exports because of caesium contamination on August 1, making it the fourth prefecture to do so.
 
Jyunichi Tokuyama, an expert with the Iwate Prefecture Agricultural and Fisheries Department, told Al Jazeera he did not know how to deal with the crisis. He was surprised because he did not expect radioactive hot spots in his prefecture, 300km from the Fukushima nuclear plant.

"The biggest cause of this contamination is the rice straw being fed to the cows, which was highly radioactive," Tokuyama told Al Jazeera.

Kamada feels the Japanese government is acting too slowly in response to the Fukushima disaster, and that the government needs to check radiation exposure levels "in each town and village" in Fukushima prefecture.

"They have to make a general map of radiation doses," he said. "Then they have to be concerned about human health levels, and radiation exposures to humans. They have to make the exposure dose map of Fukushima prefecture. Fukushima is not enough. Probably there are hot spots outside of Fukushima. So they also need to check ground exposure levels."

Caldicott said people around the world should be concerned about the ongoing nuclear crisis at the Fukushima Daiichi plant. Radiation that continues to be released has global consequences.

More than 11,000 tonnes of radioactive water has been released into the ocean from the stricken plant.

Scientists warn that tuna caught off the Pacific coastal prefecture in northern Japan are now at risk of being radioactive [EPA]

"Those radioactive elements bio-concentrate in the algae, then the crustaceans eat that, which are eaten by small then big fish," Caldicott said. "That's why big fish have high concentrations of radioactivity and humans are at the top of the food chain, so we get the most radiation, ultimately."

On August 6, the 66th anniversary of the US nuclear bombing of Hiroshima, Japanese Prime Minister Naoto Kan said: "Regarding nuclear energy, we will deeply reflect over the myth that nuclear energy is safe. We will thoroughly look into the cause of the [Fukushima] accident, and to secure safety, we'll implement fundamental measures while also decreasing the degree of dependence on nuclear power generation, to aim for a society that does not rely on nuclear power."

But doctors, scientists, agricultural experts, and much of the general public in Japan feel that a much more aggressive response to the nuclear disaster is needed.

Kodama believes the government needs to begin a large-scale response in order to begin decontaminating affected areas. He cited Japan's itai itai disease, when cadmium poisoning from mining resulted in the government eventually having to spend 800 billion yen to decontaminate an area of 1,500 hectares.

"How much cost will be needed if the area is 1,000 times larger?"

Dr. Mark Sircus bearer of tragic radiation news
Sunday, Doctor Mark Sircus released a new report concurring with a host of scientists and other doctors giving evidence that people of Japan and United States have been subjected to dangerous levels of radiation since Fukushima nuclear plant meltdowns, and also subjected to a tight cover-up by authorities and media, the result of which will be millions of baby deaths and new cancer victims. Japanese and American children are already suffering with symptoms that appear to be the first signs of Radiation Sickness.

"Finally, three months later, we are getting some numbers on what the real dangers are. And finally we can begin to understand the enormous cover-up of the nuclear doom that is reaching lungs all over the west coast of America, Canada, Alaska, Hawaii and at least half of Japan!" stated Dr. Mark Sircus.

"For infants, it’s a terrible valley of death we have created for them." says Dr. Sircus. "As we shall see for years, all of them have been born with already polluted bloodstreams and now, the very young ones are dying in greater numbers on the west coast of the United States since Fukushima blew up."

No way to avoid tiny hot particles
"After the first week, officials had enough information to call for evacuation of a wide area in Japan and also Hawaii, Alaska and the entire west coast of North America," said Dr. Sircus.
All of northern Japan and the U.S. west coast should have been evacuated according to Dr. Sircus, admittedly "as impossible as evacuating the entire planet or the entire northern hemisphere."
"Avoiding exposure is always the best plan but there is no way to avoid breathing in air contaminated with tiny hot particles. Inhalation issues are much more frightening than ingestion issues because you can pick and choose what you eat and drink but you can't buy bottled air."
Echoing the frustration of many Gulf of Mexico "barefoot doctors" and other volunteers since the BP oil catastrophe there over a year ago, Dr. Sircus states that "one cannot do what is necessary to survive hell if a person doesn’t know they are living in one." The problem is that, due to the media blackout on environmental hazards associated with non-renewable energy big business, relatively few people know the hell Gulf Coast people are enduring. Many Gulf Coast residents continue to attribute ongoing illness to a persistent "flu." Just as more people are doing today in relation to Fukushima radiation, many Gulf Coast residents remain in denial that Gulf of Mexico sickness from seeping oil and antibiotic resistant bacteria from the dispersant Corexit are lethal and government has not helped them.
Despite mixed reports from officials and media about the vulnerability of United States nuclear plants threatened by flooding, Dr. Sircus highlights, "It just keeps getting worse by the day, and now we have Fort Calhoun nuclear plant outside Omaha, Nebraska on emergency alert as first fire and now flooding threatens to overwhelm yet another nuclear facility."
"We knew nuke power plants were bad news, but who would think they would build them on fault lines or in flood zones?" he asks.
Should US West Coast residents be worried?
While people like Arnie Gundersen have tiptoed the answer to whether west coasters should be worried about Fukushima fallout, Dr. Sircus answered more bluntly:
"I am afraid I will have to be brutally honest and be the bearer of really terrible news. The information coming out about hot particle concentrations near Fukushima, Tokyo, and now Seattle tell us that not only should all those populations be worrying but their governments should have been issuing evacuation orders months ago."
 "Because of the jet stream in April, after the large explosions that destroyed three reactor buildings, it was as dangerous in Seattle and much of the west coast of North America as in Tokyo." (Emphasis added)
According to Dr. Sircus, the average Tokyo resident is thought to have inhaled 10 “hot particles” per day throughout April 2011. Inhabitants of Fukushima were estimated to have inhaled 30-40 times more than that—up to 400 hot particles per day every day that month.
In Seattle, WA, it is estimated that the average person absorbed five “hot particles” per day during April 2011, or 10 “hot particles” per day if athletes working out.
"These invisible atomic particles become lodged in your lungs, intestines, bone or muscle."
Being very conservative and saying this has dropped to even one a day "would still be 30 of these death particles a month, approximately 200 radioactive particles into their lungs and other tissues by now.
"When you think that if even one of these 200 is plutonium," states Dr. Sircus, "we have to think in terms of millions of eventual cancer deaths."

35% Spike Infant Mortality Northwest US May Be From Fukushima Nuclear Fallout, physicians say.
 
Physician and Epidemiologists Say 35% Spike in Infant Mortality in Northwest Cities Since Meltdown Might Be the Result of Fallout from Fukushima.

As  previously noted, infants are much more vulnerable to radiation than adults.

However, radiation safety standards are set based on the assumption that everyone exposed is a healthy man in his 20s.

Now, a physician (Janette D. Sherman, M. D.) and epidemiologist (Joseph Mangano) have penned a short but horrifying essay asking whether a spike in infant deaths in the Northwest are due to Fukushima:
The recent CDC Morbidity and Mortality Weekly Report indicates that eight cities in the northwest U.S. (Boise ID, Seattle WA, Portland OR, plus the northern California cities of Santa Cruz, Sacramento, San Francisco, San Jose, and Berkeley) reported the following data on deaths among those younger than one year of age:
4 weeks ending March 19, 2011 – 37 deaths (avg. 9.25 per week)
10 weeks ending May 28, 2011 – 125 deaths (avg.12.50 per week)
This amounts to an increase of 35% (the total for the entire U.S. rose about 2.3%), and is statistically significant. Of further significance is that those dates include the four weeks before and the ten weeks after the Fukushima Nuclear Power Plant disaster. In 2001 the infant mortality was 6.834 per 1000 live births, increasing to 6.845 in 2007. All years from 2002 to 2007 were higher than the 2001 rate.

Data from Chernobyl, which exploded 25 years ago, clearly shows increased numbers of sick and weak newborns and increased numbers of deaths in the unborn and newborns, especially soon after the meltdown. These occurred in Europe as well as the former Soviet Union. Similar findings are also seen in wildlife living in areas with increased radioactive fallout levels.

Levels of radioisotopes were measured in children who had died in the Minsk area that had received Chernobyl fallout. The cardiac findings were the same as those seen in test animals that had been administered Cs-137. Bandashevsky, Y. I, Pathology of Incorporated Ionizing Radiation, Belarus Technical University, Minsk. 136 pp., 1999. For his pioneering work, Prof. Bandashevsky was arrested in 2001 and imprisoned for five years of an eight year sentence.

Fukushima: It's Much Worse Than You Think

Scientific experts believe Japan's nuclear disaster to be far worse than governments are revealing to the public.

"Fukushima is the biggest industrial catastrophe in the history of mankind," Arnold Gundersen, a former nuclear industry senior vice president, told Al Jazeera.

 Japan's 9.0 earthquake on March 11 caused a massive tsunami that crippled the cooling systems at the Tokyo Electric Power Company's (TEPCO) nuclear plant in Fukushima, Japan. It also lead to hydrogen explosions and reactor meltdowns that forced evacuations of those living within a 20km radius of the plant.

Gundersen, a licensed reactor operator with 39 years of nuclear power engineering experience, managing and coordinating projects at 70 nuclear power plants around the US, says the Fukushima nuclear plant likely has more exposed reactor cores than commonly believed.

"Fukushima has three nuclear reactors exposed and four fuel cores exposed," he said, "You probably have the equivalent of 20 nuclear reactor cores because of the fuel cores, and they are all in desperate need of being cooled, and there is no means to cool them effectively."

TEPCO has been spraying water on several of the reactors and fuel cores, but this has led to even greater problems, such as radiation being emitted into the air in steam and evaporated sea water - as well as generating hundreds of thousands of tons of highly radioactive sea water that has to be disposed of.

"The problem is how to keep it cool," says Gundersen. "They are pouring in water and the question is what are they going to do with the waste that comes out of that system, because it is going to contain plutonium and uranium. Where do you put the water?"

Even though the plant is now shut down, fission products such as uranium continue to generate heat, and therefore require cooling.

"The fuels are now a molten blob at the bottom of the reactor," Gundersen added. "TEPCO announced they had a melt through. A melt down is when the fuel collapses to the bottom of the reactor, and a melt through means it has melted through some layers. That blob is incredibly radioactive, and now you have water on top of it. The water picks up enormous amounts of radiation, so you add more water and you are generating hundreds of thousands of tons of highly radioactive water."

Independent scientists have been monitoring the locations of radioactive "hot spots" around Japan, and their findings are disconcerting.

"We have 20 nuclear cores exposed, the fuel pools have several cores each, that is 20 times the potential to be released than Chernobyl," said Gundersen. "The data I'm seeing shows that we are finding hot spots further away than we had from Chernobyl, and the amount of radiation in many of them was the amount that caused areas to be declared no-man's-land for Chernobyl. We are seeing square kilometres being found 60 to 70 kilometres away from the reactor. You can't clean all this up. We still have radioactive wild boar in Germany, 30 years after Chernobyl."

Radiation monitors for children

Japan's Nuclear Emergency Response Headquarters finally admitted earlier this month that reactors 1, 2, and 3 at the Fukushima plant experienced full meltdowns.

TEPCO announced that the accident probably released more radioactive material into the environment than Chernobyl, making it the worst nuclear accident on record.

Meanwhile, a nuclear waste advisor to the Japanese government reported that about 966 square kilometres near the power station - an area roughly 17 times the size of Manhattan - is now likely uninhabitable.

In the US, physician Janette Sherman MD and epidemiologist Joseph Mangano published an essay shedding light on a 35 per cent spike in infant mortality in northwest cities that occurred after the Fukushima meltdown, and may well be the result of fallout from the stricken nuclear plant.

The eight cities included in the report are San Jose, Berkeley, San Francisco, Sacramento, Santa Cruz, Portland, Seattle, and Boise, and the time frame of the report included the ten weeks immediately following the disaster.

"There is and should be concern about younger people being exposed, and the Japanese government will be giving out radiation monitors to children," Dr MV Ramana, a physicist with the Programme on Science and Global Security at Princeton University who specialises in issues of nuclear safety, told Al Jazeera.

Dr Ramana explained that he believes the primary radiation threat continues to be mostly for residents living within 50km of the plant, but added: "There are going to be areas outside of the Japanese government's 20km mandatory evacuation zone where radiation is higher. So that could mean evacuation zones in those areas as well."

Gundersen points out that far more radiation has been released than has been reported.

"They recalculated the amount of radiation released, but the news is really not talking about this," he said. "The new calculations show that within the first week of the accident, they released 2.3 times as much radiation as they thought they released in the first 80 days."

According to Gundersen, the exposed reactors and fuel cores are continuing to release microns of caesium, strontium, and plutonium isotopes. These are referred to as "hot particles".

"We are discovering hot particles everywhere in Japan, even in Tokyo," he said. "Scientists are finding these everywhere. Over the last 90 days these hot particles have continued to fall and are being deposited in high concentrations. A lot of people are picking these up in car engine air filters."

Radioactive air filters from cars in Fukushima prefecture and Tokyo are now common, and Gundersen says his sources are finding radioactive air filters in the greater Seattle area of the US as well.

The hot particles on them can eventually lead to cancer.

"These get stuck in your lungs or GI tract, and they are a constant irritant," he explained, "One cigarette doesn't get you, but over time they do. These [hot particles] can cause cancer, but you can't measure them with a Geiger counter. Clearly people in Fukushima prefecture have breathed in a large amount of these particles. Clearly the upper West Coast of the US has people being affected. That area got hit pretty heavy in April."

Blame the US?

In reaction to the Fukushima catastrophe, Germany is phasing out all of its nuclear reactors over the next decade. In a referendum vote this Monday, 95 per cent of Italians voted in favour of blocking a nuclear power revival in their country. A recent newspaper poll in Japan shows nearly three-quarters of respondents favour a phase-out of nuclear power in Japan.

Why have alarms not been sounded about radiation exposure in the US?

Nuclear operator Exelon Corporation has been among Barack Obama's biggest campaign donors, and is one of the largest employers in Illinois where Obama was senator. Exelon has donated more than $269,000 to his political campaigns, thus far. Obama also appointed Exelon CEO John Rowe to his Blue Ribbon Commission on America's Nuclear Future.

Dr Shoji Sawada is a theoretical particle physicist and Professor Emeritus at Nagoya University in Japan.
He is concerned about the types of nuclear plants in his country, and the fact that most of them are of US design.

"Most of the reactors in Japan were designed by US companies who did not care for the effects of earthquakes," Dr Sawada told Al Jazeera. "I think this problem applies to all nuclear power stations across Japan."

Using nuclear power to produce electricity in Japan is a product of the nuclear policy of the US, something Dr Sawada feels is also a large component of the problem.

"Most of the Japanese scientists at that time, the mid-1950s, considered that the technology of nuclear energy was under development or not established enough, and that it was too early to be put to practical use," he explained. "The Japan Scientists Council recommended the Japanese government not use this technology yet, but the government accepted to use enriched uranium to fuel nuclear power stations, and was thus subjected to US government policy."

As a 13-year-old, Dr Sawada experienced the US nuclear attack against Japan from his home, situated just 1400 metres from the hypocentre of the Hiroshima bomb.

"I think the Fukushima accident has caused the Japanese people to abandon the myth that nuclear power stations are safe," he said. "Now the opinions of the Japanese people have rapidly changed. Well beyond half the population believes Japan should move towards natural electricity."

A problem of infinite proportions

Dr Ramana expects the plant reactors and fuel cores to be cooled enough for a shutdown within two years.
"But it is going to take a very long time before the fuel can be removed from the reactor," he added. "Dealing with the cracking and compromised structure and dealing with radiation in the area will take several years, there's no question about that."

Dr Sawada is not as clear about how long a cold shutdown could take, and said the problem will be "the effects from caesium-137 that remains in the soil and the polluted water around the power station and underground. It will take a year, or more time, to deal with this".

Gundersen pointed out that the units are still leaking radiation.

"They are still emitting radioactive gases and an enormous amount of radioactive liquid," he said. "It will be at least a year before it stops boiling, and until it stops boiling, it's going to be cranking out radioactive steam and liquids."

Gundersen worries about more earthquake aftershocks, as well as how to cool two of the units.

"Unit four is the most dangerous, it could topple," he said. "After the earthquake in Sumatra there was an 8.6 [aftershock] about 90 days later, so we are not out of the woods yet. And you're at a point where, if that happens, there is no science for this, no one has ever imagined having hot nuclear fuel lying outside the fuel pool. They've not figured out how to cool units three and four."

Gundersen's assessment of solving this crisis is grim.

"Units one through three have nuclear waste on the floor, the melted core, that has plutonium in it, and that has to be removed from the environment for hundreds of thousands of years," he said. "Somehow, robotically, they will have to go in there and manage to put it in a container and store it for infinity, and that technology doesn't exist. Nobody knows how to pick up the molten core from the floor, there is no solution available now for picking that up from the floor."

Dr Sawada says that the creation of nuclear fission generates radioactive materials for which there is simply no knowledge informing us how to dispose of the radioactive waste safely.

"Until we know how to safely dispose of the radioactive materials generated by nuclear plants, we should postpone these activities so as not to cause further harm to future generations," he explained. "To do otherwise is simply an immoral act, and that is my belief, both as a scientist and as a survivor of the Hiroshima atomic bombing."

Gundersen believes it will take experts at least ten years to design and implement the plan.

"So ten to 15 years from now maybe we can say the reactors have been dismantled, and in the meantime you wind up contaminating the water," Gundersen said. "We are already seeing Strontium [at] 250 times the allowable limits in the water table at Fukushima. Contaminated water tables are incredibly difficult to clean. So I think we will have a contaminated aquifer in the area of the Fukushima site for a long, long time to come."

Unfortunately, the history of nuclear disasters appears to back Gundersen's assessment.

"With Three Mile Island and Chernobyl, and now with Fukushima, you can pinpoint the exact day and time they started," he said, "But they never end."

Confirmed Nuclear meltdown at Fukushima plant

One of the reactors at the crippled Fukushima Daiichi power plant did suffer a nuclear meltdown, Japanese officials admitted for the first time today, describing a pool of molten fuel at the bottom of the reactor's containment vessel.

Engineers from the Tokyo Electric Power company (Tepco) entered the No.1 reactor at the end of last week for the first time and saw the top five feet or so of the core's 13ft-long fuel rods had been exposed to the air and melted down.

Previously, Tepco believed that the core of the reactor was submerged in enough water to keep it stable and that only 55 per cent of the core had been damaged.

Now the company is worried that the molten pool of radioactive fuel may have burned a hole through the bottom of the containment vessel, causing water to leak.

"We will have to revise our plans," said Junichi Matsumoto, a spokesman for Tepco. "We cannot deny the possibility that a hole in the pressure vessel caused water to leak".

Tepco has not clarified what other barriers there are to stop radioactive fuel leaking if the steel containment vessel has been breached. Greenpeace said the situation could escalate rapidly if "the lava melts through the vessel".

However, an initial plan to flood the entire reactor core with water to keep its temperature from rising has now been abandoned because it might exacerbate the leak. Tepco said there was enough water at the bottom of the vessel to keep both the puddle of melted fuel and the remaining fuel rods cool.

Meanwhile, Tepco said on Wednesday that it had sealed a leak of radioactive water from the No.3 reactor after water was reportedly discovered to be flowing into the ocean. A similar leak had discharged radioactive water into the sea in April from the No.2 reactor.

Greenpeace said significant amounts of radioactive material had been released into the sea and that samples of seaweed taken from as far as 40 miles of the Fukushima plant had been found to contain radiation well above legal limits. Of the 22 samples tested, ten were contaminated with five times the legal limit of iodine 131 and 20 times of caesium 137.

Seaweed is a huge part of the Japanese diet and the average household almost 7lbs a year. Greenpeace's warning came as fishermen prepared to start the harvest of this season's seaweed on May 20.

Inland from the plant, there has been a huge cull of the livestock left inside the 18-mile mandatory exclusion zone with thousands of cows, horses and pigs being destroyed and some 260,000 chickens from the town of Minamisoma alone. The Environment ministry has announced, however, that it will attempt to rescue the thousands of pets that were left behind when residents were ordered to evacuate. At least 5,800 dogs were owned by the residents of the zone, although it is unclear how many remain alive, two months after the earthquake struck.

Fukushima Fallout Hits the US

Three of the six nuclear reactors at Fukushima Daiichi nuclear plant have partially melted down and plutonium is seeping into the soil outside. Plutonium is less volatile than other radioactive elements like iodine or cesium, but it's also more deadly.  According to Business Week, "When plutonium decays, it emits what is known as an alpha particle, a relatively big particle that carries a lot of energy. When an alpha particle hits body tissue, it can damage the DNA of a cell and lead to a cancer-causing mutation." If plutonium leaches into groundwater or pristine aquifers, the threat to public health and the environment will be extreme.

This is an excerpt from an article in the Guardian:
"The radioactive core in a reactor at the crippled Fukushima nuclear power plant appears to have melted through the bottom of its containment vessel and on to a concrete floor, experts say, raising fears of a major release of radiation at the site. The warning follows an analysis by a leading US expert of radiation levels at the plant....
“Richard Lahey, who was head of safety research for boiling-water reactors at General Electric when the company installed the units at Fukushima, told the Guardian workers at the site appeared to have "lost the race" to save the reactor..." It also appears that underground tunnels at the facility have been flooded with radioactive water that contains high-concentrations of caesium-137. A considerable amount of the water has made its way to the sea where samples show the levels of contamination steadily rising. This is from the Wall Street Journal:
"Levels of radiation in the ocean next to the Fukushima Daiichi nuclear power plant have surged to record highs, the government said Wednesday, as operators try to deal with large amounts of radioactive water—the unwanted byproduct of operations to cool the reactors.
“The Nuclear and Industrial Safety Agency said water taken Tuesday afternoon from the monitoring location for the troubled reactors Nos. 1 to 4 had 3,355 times the permitted concentration of iodine-131. That is the highest yet recorded at the sampling location, which is 330 meters south of the reactors' discharge outlet." ("Seawater Radiation Level Soars Near Plant", Wall Street Journal)
All fishing has been banned in the vicinity as the toxins pose a danger to human health.
The Japanese government's chief spokesman, Yukio Edano, issued a public statement admitting that the situation at Fukushima is progressively getting worse with no end in sight.  "We are not yet in a situation where we can say when we will have this under control," said Edano. In other words, the emergency effort is failing.

The fact that Japan is experiencing what’s shaping up to be one of the  biggest environmental catastrophe in history explains why the media have been trying so hard to divert the public's attention to Obama's military adventure in Libya. But it hasn't worked; all eyes are locked on Fukushima where the crisis continues to get more precarious by the day. 

News anchors assure their viewers that they are only being exposed to "safe levels of radioactivity", but people aren't buying it. They've seen the comparisons to Chernobyl and made their own judgements.  Here's an excerpt from an article in Counterpunch by Chris Busby that gives a thumbnail sketch of the human costs of the meltdown at Chernobyl:
"The health effects of the Chernobyl accident are massive and demonstrable. They have been studied by many research groups in Russia, Belarus and the Ukraine, in the USA, Greece, Germany, Sweden, Switzerland and Japan. The scientific peer reviewed literature is enormous. Hundreds of papers report the effects, increases in cancer and a range of other diseases. My colleague Alexey Yablokov of the Russian Academy of Sciences, published a review of these studies in the Annals of the New York Academy of Sciences (2009). Earlier in 2006 he and I collected together reviews of the Russian literature by a group of eminent radiation scientists and published these in the book Chernobyl, 20 Years After. The result: more than a million people have died between 1986 and 2004 as a direct result of Chernobyl." 
One million dead, that's the bottom line.  And, according to Busby, "we can already calculate that the contamination (at Fukushima) is actually worse than Chernobyl."

That's certain, but don't expect to read it in the MSM. Or this, which is also from Busby:
“Since the official International Atomic Energy Agency  (IAEA) figures for the Fukushima contamination are from 200 to 900kBq.sq metre out to 78km from the site, we can expect between 22 per cent  and 90 per cent  increases in cancer in people living in these places in the next 10 years."
There's a large body of research on the effects of radiation on humans. In fact, scientists conducted a series of studies on the people living on the Marshall Islands following nuclear weapons tests at Bikini and Enewetak atolls. This is where the US exploded more than 60 atomic bombs between 1946-58. Here's an excerpt from Glenn Alcalay’s  article in Counterpunch titled "Radiation, Japan and the Marshall Islands; Living and dying downwind":
"The legacy of latent radiogenic diseases from hydrogen bomb testing in the Marshall Islands provides some clues about what ill-health mysteries await the affected Japanese in the decades ahead.....Traces of I-131 have been discovered in Tokyo drinking water and in seawater offshore from the reactors. It took nine years for the first thyroid tumor to appear among the exposed Marshallese and hypothyroidism and cancer continued to appear decades later......
Plutonium-239 has a half life of 24,000 years, is considered one of the most toxic substances on Earth, and if absorbed is a potent alpha emitter that can induce cancer. This isotope too is found in the soils and groundwater of the downwind atolls from the Bikini and Enewetak H-bomb tests...
Radioactive Iodine-129 with a half-life of 15 million years and a well-documented capacity to bioaccumulate in the foodchain, will also remain as a persistent problem for the affected Japanese...
“The sociocultural and psychological effects [e.g., PTSD] of the Fukushima nuclear disaster will be long-lasting, given the uncertainty surrounding the contamination of their prefecture and beyond." It's all bad, which is why the nuclear industry needs stooges in the media to soft-peddle the news. Because, in truth, what they're selling is a noxious stew of irradiated poison that kills and maims people while causing incalculable damage to the environment. That's why industry bigwigs have turned to their friends at the EPA to loosen regulations so that the radioactive material that's presently showering-down on the US falls within EPA safety standards. Here's a clip from Washington's Blog that explains what's going on behind the public's back: "....the EPA is considering drastically raising the amount of allowable radiation in food, water and the environment."

As Michael Kane writes:
“In the wake of the continuing nuclear tragedy in Japan, the United States government is still moving quickly to increase the amounts of radiation the population can ‘safely’ absorb by raising the safe zone for exposure to levels designed to protect the government and nuclear industry more than human life. It’s all about cutting costs now as the infinite-growth paradigm sputters and moves towards extinction. As has been demonstrated by government conduct in the Gulf of Mexico in the wake of Deepwater Horizon and in Japan, life has taken a back seat to cost-cutting and public relations posturing. The game plan now appears to be to protect government and the nuclear industry from “excessive costs”… at any cost." (Washington's Blog)
The radioactive toxins that are now oozing into the soil and water-table or flowing into Japan's coastal waters or lofting skyward into the jet-stream where they will spread across continents, will continue to wreak havoc long after this generation has passed its mortal coil.

Easing EPA safety standards won't change a thing. Where goes radiation, there too goes cancer and death. The disaster in Japan merely buys a little time for us to rethink our own policies before a similar crisis strikes here. And, it will strike here; it's only a matter of time.

Consider the comments of Dave Lochbaum, Director of UCS’s Nuclear Safety Project, who testified on Wednesday before the Senate Energy and Water Development Appropriations Subcommittee. Here's what he said:
"Today, tens of thousands of tons of irradiated fuel sits in spent fuel pools across America. At many sites, there is nearly ten times as much irradiated fuel in the spent fuel pools as in the reactor cores. The spent fuel pools are not cooled by an array of highly reliable emergency cooling systems capable of being powered from the grid, diesel generators, or batteries. Instead, the pools are cooled by one regular system sometimes backed up by an alternate makeup system.
“The spent fuel pools are not housed within robust concrete containment structures designed to protect the public from the radioactivity released from damaged irradiated fuel. Instead, the pools are often housed in buildings with sheet metal siding like that in a Sears storage shed. I have nothing against the quality or utility of Sears’ storage sheds, but they are not suitable for nuclear waste storage.
“The irrefutable bottom line is that we have utterly failed to properly manage the risk from irradiated fuel stored at our nation’s nuclear power plants. We can and must do better." (The Union of Concerned Scientists.)
Nuclear energy is a ticking-timebomb. There are safer ways to keep the lights on.

Meltdown at Fukushima (2 articles)

(The jet stream flows from Japan to the northwestern US. In WWII, Japan experimented with hydrogen balloon weapons by releasing them into the jet stream, some of them made it to the US though none to populated areas. But it showed that the jet stream is pretty much a direct shot from Japan to the US.




Cut to today, the fallout from the explosion from the meltdown at Fukushima unit 1 contains cesium-137, which is extremely toxic. Also, these reactors use plutonium as well as uranium, and plutonium produces more toxic fallout than uranium. It's basically a dirtier reactor.

Have you connected the dots yet? The jet stream WILL bring that fallout to the United States 3 days after it enters the atmosphere. It exploded Saturday, and another one exploded today. Nuclear explosions produce fallout. The jet stream brings that fallout here. That means the west coast will be exposed starting today or tomorrow, but big time exposure will occur in the following days, enough to make people sick by next week. Those of us inland can expect exposure to occur by the end of the week at the latest.

From Wikipedia: "Potassium iodide (KI), administered orally previous to or immediately after exposure, may be used to protect the thyroid from ingested radioactive iodine in the event of an accident at a nuclear power plant..." The thyroid is the body's most susceptible organ to radiation poisoning. Protect it. Start taking potassium iodate today if you live on the west coast, or this week if you live inland. All Bets Are Off

Japan's government and nuclear industry, with assistance from the U.S. military, is in a desperate race to stave off multiple nuclear reactor meltdowns — as well as potential fires in pools of spent fuel.

As of Sunday afternoon, more than 170,000 people have been evacuated near the reactor sites as radioactive releases have increased. The number of military emergency responders has jumped from 51,000 to 100,000. Officials now report a partial meltdown at Fukushima's Unit 1. Japanese media outlets are reporting that there may be a second one underway at Unit 3. People living nearby have been exposed to unknown levels of radiation, with some requiring medical attention.

Meanwhile, Unit 2 of the Tokai nuclear complex, which is near Kyodo and just 75 miles north of Tokyo, is reported to have a coolant pump failure. And Japan's nuclear safety agency has declared a state of emergency at the Onagawa nuclear power plant in northeastern Japan because of high radiation levels. Authorities are saying its three reactors are "under control."

The damage from the massive earthquake and the tsunamis that followed have profoundly damaged the reactor sites' infrastructure, leaving them without power and their electrical and piping systems destroyed. A hydrogen explosion yesterday at Unit 1 severely damaged the reactor building, blowing apart its roof.

The results of desperate efforts to divert seawater into the Unit 1 reactor are uncertain. A Japanese official reported that gauges don't appear to show the water level rising in the reactor vessel.

There remain a number of major uncertainties about the situation's stability and many questions about what might happen next. Along with the struggle to cool the reactors is the potential danger from an inability to cool Fukushima's spent nuclear fuel pools. They contain very large concentrations of radioactivity, can catch fire, and are in much more vulnerable buildings. The ponds, typically rectangular basins about 40 feet deep, are made of reinforced concrete walls four to five feet thick lined with stainless steel.

The boiling-water reactors at Fukushima — 40 years old and designed by General Electric — have spent fuel pools several stories above ground adjacent to the top of the reactor. The hydrogen explosion may have blown off the roof covering the pool, as it's not under containment. The pool requires water circulation to remove decay heat. If this doesn't happen, the water will evaporate and possibly boil off. If a pool wall or support is compromised, then drainage is a concern. Once the water drops to around 5-6 feet above the assemblies, dose rates could be life-threatening near the reactor building. If significant drainage occurs, after several hours the zirconium cladding around the irradiated uranium could ignite.

Then all bets are off.

On average, spent fuel ponds hold five-to-ten times more long-lived radioactivity than a reactor core. Particularly worrisome is the large amount of cesium-137 in fuel ponds, which contain anywhere from 20 to 50 million curies of this dangerous radioactive isotope. With a half-life of 30 years, cesium-137 gives off highly penetrating radiation and is absorbed in the food chain as if it were potassium.

In comparison, the 1986 Chernobyl accident released about 40 percent of the reactor core's 6 million curies. A 1997 report for the Nuclear Regulatory Commission (NRC) by Brookhaven National Laboratory also found that a severe pool fire could render about 188 square miles uninhabitable, cause as many as 28,000 cancer fatalities, and cost $59 billion in damage. A single spent fuel pond holds more cesium-137 than was deposited by all atmospheric nuclear weapons tests in the Northern Hemisphere combined. Earthquakes and acts of malice are considered to be the primary events that can cause a major loss of pool water.

In 2003, my colleagues and I published a study that indicated if a spent fuel pool were drained in the United States, a major release of cesium-137 from a pool fire could render an area uninhabitable greater than created by the Chernobyl accident. We recommended that spent fuel older than five years, about 75 percent of what's in U.S. spent fuel pools, be placed in dry hardened casks — something Germany did 25 years ago. The NRC challenged our recommendation, which prompted Congress to request a review of this controversy by the National Academy of Sciences. In 2004, the Academy reported that a "partially or completely drained a spent fuel pool could lead to a propagating zirconium cladding fire and release large quantities of radioactive materials to the environment."

Given what's happening at the Fukushima Daiichi nuclear complex, it's time for a serious review of what our nuclear safety authorities consider to be improbable, especially when it comes to reactors operating in earthquake zones.

The Post-Tsunami Situation at the Fukushima Nuclear Plants

On March 11, 2011, the Fukushima Daiichi and the Fukushima Daini nuclear power plants (or Fukushima for short) experienced a severe earthquake, followed by a tsunami. This analysis relates to the Daiichi plant, which has experienced the more severe problems as of this writing so far as is known (9 p.m. March 13, 2011 Eastern Daylight Time, United States). Power from the grid was lost, and the reactors were successfully shut down as part of the emergency. But power to operate the site was still needed to remove the heat from the reactors. The Dai-chi plant has six operating boiling water reactors. The oldest, Unit 1, which appears to have had a partial meltdown of the fuel, first went critical in 1970 (and was connected to the grid in 1971. Unit 3, which also appears to have had similar problems as Unit 1, whose fuel includes mixed plutonium oxide uranium oxide fuel ("MOX fuel") first went critical in 1976. Both reactors are of the Mark 1 Boiling Water Design. They do not have the sturdy secondary containment buildings of concrete that is several feet thick typical of later reactor designs. (March 14, 6:30 a.m. note: Unit 3 has also experienced an explosion and Unit 2 appears to have lost cooling. The problems described here would likely apply to Unit 3; Unit 2 may be headed to similar problems.)

A special feature of the Mark 1 design is that the used fuel, also called spent fuel, is stored within the reactor building in a swimming pool like concrete structure near the top of the reactor vessel. When the reactor is refueled, the spent fuel is taken from the reactor by a large crane, transferred to the pool, and kept underwater for a few years. This spent fuel must be kept underwater to prevent severe releases of radioactivity, among other reasons. A meltdown or even a fire could occur if there is a loss of coolant from the spent fuel pool. The water in the spent fuel pool and the roof of the reactor building are the main barriers to release of radioactivity from the spent fuel pool.

An explosion associated with Unit 1 occurred on March 12, at 3:36 p.m.[2] At first the authorities stated that this was in the turbine building next to the reactor building. However, it is the reactor building roof and part of the walls near the roof that were completely blown off leaving only a steel skeleton at the top of the building. This indicates an explosion inside the reactor building – probably a hydrogen explosion, since hydrogen is much lighter than air, it would accumulate near the top of the building. The explosion therefore seems to have occurred near the level where the spent fuel pool would be located in a Mark 1 reactor.

While Japanese authorities have stated that the reactor vessel is still intact, there has been no word regarding the status of the spent fuel pool structure, except indirectly (see below) Is it still intact? This is a critical question as to the range of potential consequences of the reactor accident.

Hydrogen is generated in a nuclear reactor if the fuel in the reactor loses its cover of cooling water. The tubes that contain the fuel pellets are made of a zirconium alloy. Zirconium reacts with steam to produce zirconium oxide and hydrogen gas. Moreover, the reaction is exothermic – that is, it releases a great deal of heat, and hence creates a positive feedback that aggravates the problem and raises the temperature. The same phenomenon can occur in a spent fuel pool in case of a loss of cooling water. In addition, there can be a fire. The mechanisms and consequences of such an accident are reasonably well known. A National Academy of Sciences study, published in 2006, is worth quoting at length:
The ability to remove decay heat from the spent fuel also would be reduced as the water level drops, especially when it drops below the tops of the fuel assemblies. This would cause temperatures in the fuel assemblies to rise, accelerating the oxidation of the zirconium alloy (zircaloy) cladding that encases the uranium oxide pellets. This oxidation reaction can occur in the presence of both air and steam and is strongly exothermic that is, the reaction releases large quantities of heat, which can further raise cladding temperatures. The steam reaction also generates large quantities of hydrogen….

[With a loss of coolant] These oxidation reactions can become locally self-sustaining … at high temperatures (i.e., about a factor of 10 higher than the boiling point of water) if a supply of oxygen and/or steam is available to sustain the reactions…. The result could be a runaway oxidation reaction referred to in this report as a zirconium cladding fire that proceeds as a burn front (e.g., as seen in a forest fire or a fireworks sparkler) along the axis of the fuel rod toward the source of oxidant (i.e., air or steam)….
As fuel rod temperatures increase, the gas pressure inside the fuel rod increases and eventually can cause the cladding to balloon out and rupture. At higher temperatures (around 1800°C [approximately 3300°F]), zirconium cladding reacts with the uranium oxide fuel to form a complex molten phase containing zirconium-uranium oxide. Beginning with the cladding rupture, these events would result in the release of radioactive fission gases and some of the fuel's radioactive material in the form of aerosols into the building that houses the spent fuel pool and possibly into the environment. If the heat from one burning assembly is not dissipated, the fire could spread to other spent fuel assemblies in the pool, producing a propagating zirconium cladding fire.
The high-temperature reaction of zirconium and steam has been described quantitatively since at least the early 1960s….[3]
The extent of the release would depend on the severity of loss of coolant, how much spent fuel there is in the pool, and how recently some of it has been discharged. The mechanisms of the accident would be very different than Chernobyl, [4] where there was also a fire, and the mix of radionuclides would be very different. While the quantity of short-lived radionuclides, notably iodine-131, would be much smaller, the consequences for the long term could be more dire due to long-lived radionuclides such as cesium-137, strontium-90, iodine-129, and plutonium-239. These radionuclides are generally present in much larger quantities in spent fuel pools than in the reactor itself. In light of that, it is remarkable how little has been said by the Japanese authorities about this problem. From the tiny amount of information available, it appears that there is a problem of cooling of the spent fuel. According to a TEPCO press release, issued on March 13, at 9 pm, Japan time:

We are currently coordinating with the relevant authorities and departments as to how to secure the cooling water to cool down the water in the spent nuclear fuel pool. [5]

This indicates that there is a spent fuel cooling problem. But there is no information on how serious it is, and whether the pool has been damaged as is leaking. It is reasonable to surmise that pumping seawater into the reactor building from the outside would be directed more at the spent fuel pool than at the reactor. According to TEPCO, the injection of seawater into the reactor vessel of Unit 1 has been successfully done. This also appears to be the case for Unit 3, as of this writing.[6] Boric acid is being added to the seawater to prevent an accidental criticality, which could happen in the reactor or in the spent fuel pool. Venting of radioactive steam from the reactors will likely have to continue.

It is unclear at this stage whether there has been venting of radionuclides from the spent fuel pool in Unit 1. Venting from the reactor has been acknowledged by the authorities. Rather high levels of radiation, over 1,200 microsieverts per hour[7] – which is more than 10,000 times natural background radiation at sea-level – have been reported outside the plant. At this level the annual allowable dose of the radiation to the public would be exceeded in less than an hour. Such levels indicate a partial meltdown in Unit 1 and possibly in Unit 3. However, while it seems to be widely assumed that the radioactivity has been emanating only from the reactor vessel (s), it is unclear whether some of it is also being released from the Unit 1 spent fuel pool, which may have been damaged by the explosion.

The consequences of severe spent fuel pool accidents at closed U.S. reactors were studied by the Brookhaven National Laboratory in a 1997 report prepared for the U.S. Nuclear Regulatory Commission. According to the results, the damages resulting from such accidents for U.S. Boiling Water Reactors could range from $700 million to $546 billion, which would be between roughly $900 million and $700 billion in today's dollars. The lower figures would apply if there were just one old spent fuel set present in the pool to a full pool in which the spent fuel has been re-racked to maximize storage. Other variables would be whether there was any freshly discharged spent fuel in the pool, which would greatly increase the radioactivity releases. The estimated latent cancer deaths over the years and decades following the accident was estimated at between 1,300 and 31,900 within 50 kilometers (30 miles) of the plant and between 1,900 and 138,000 within a radius of 500 kilometers (300 miles) from the plant.[8]

The amount of spent fuel in the Unit 1 spent fuel pool is has not been mentioned by the authorities so far. The range of consequences in Japan would be somewhat different, since the consequences depend on population density within 50 and 500 kilometers of the plant, the re-racking policy, and several other variables. It should also be noted that Daiichi Unit 1 is about half the power rating of most U.S. reactors, so that the amount of radioactivity in the pool would be about half the typical amount, all other things being equal. But the Brookhaven study can be taken as a general indicator that the scale of the damage could be vast in the most severe case.

One hopes that the spent fuel pool in Unit 1 can be kept full of water and the various reactors can be kept cool enough to prevent much more serious consequences than have already occurred (there has been serious worker exposure and some public radiation exposure already, according to news reports[9]). But the accident makes clear that there is ample information and analysis that very grave consequences are possible from lighter water reactors – which are the designs used in Japan, the United States, and most of the rest of the world. Spent fuel pools special vulnerabilities that are different in different specific designs, but all possess some risk of severe consequences in worst-case accidents or worst-case terrorist attacks (which were studied by the National Academies in their 2006 report).

The United States should move as much spent fuel out of the pools as possible into hardened and secure dry storage. The tragedy in Japan is also a reminder that making plutonium and fission products just to boil water (which is what a nuclear reactor does) is not a prudent approach to electricity generation. While existing reactors will be needed to maintain the stability of electricity supply for some time (as is also evident from the earthquake-tsunami catastrophe in Japan), new reactor projects should be halted and existing reactors should be phased out along with coal and oil.
