Energy Nominee Ernest Moniz Criticized for Backing Fracking & Nuclear Power; Ties to BP, GE, Saudis





President Obama’s pick to become the nation’s next secretary of energy is drawing criticism for his deep ties to the fossil fuel, fracking and nuclear industries. MIT nuclear physicist Ernest Moniz has served on advisory boards for oil giant BP and General Electric, and was a trustee of the King Abdullah Petroleum Studies and Research Center, a Saudi Aramco-backed nonprofit organization.

In 2011, Moniz was the chief author of an influential study for MIT on the future of natural gas. According to a new report by the Public Accountability Initiative, Moniz failed to disclose that he had taken a lucrative position at a pro-drilling firm called ICF International just days before a key natural gas "fracking" study was released. Reaction to his nomination has split the environmental community. Advocacy groups such as Public Citizen and Food & Water Watch are campaigning against Moniz’s nomination, but the Natural Resources Defense Council has praised his work on advancing clean energy based on efficiency and renewable power. We speak to Kevin Connor of the Public Accountability Initiative and ProPublica reporter Justin Elliott, who have both authored investigations into Moniz’s ties to industry.

Five Candidates for the Corporate Death Penalty


 
One of the most famous signs to come out of Occupy Wall Street stated simply: “I will believe corporations are people when Texas executes one.”

That was sort of a joke.

But in fact, for the benefit of real live human beings, some corporations ought to be executed.


When it comes to the serious crimes that big corporations engage in – pollution, corruption, fraud, threatening the lives of real Americans – the death penalty is off the table. 

My guess is that most of the occupiers at Wall Street would be in favor of the corporate death penalty.

Some – like Richard Grossman – would criminalize the corporate form.

But if you want to take the incremental approach, here’s my list of five candidates for the corporate death penalty.

Health insurance corporations. Most western industrialized countries – with the exception of the USA – already have this death penalty in place. In those countries, corporations are not allowed to sell primary private health insurance. Instead, there is a public single payer – everybody in, nobody out. Under this death penalty proposal corporations like Aetna, CIGNA, UnitedHealth, and Wellpoint would be put out of business. And with a public single payer to replace them, we’d save billions of dollars and the lives of more than 45,000 Americans who die every year from lack of health insurance.

Nuclear power corporations. Do we really need a Fukushima here in the United States? We do not. Without government loan guarantees and federal limits on nuclear liability, the industry would be put out of business. So, we could simply cut the federal subsidy and that would be the end of it. And we should. A wide range of safer, cleaner energy options is available to replace the energy currently being generated by unsafe nuclear power.

Giant Banks. Wells Fargo. Citibank. Bank of America. JP Morgan Chase. Morgan Stanley. Goldman Sachs. They should be executed – broken up and replaced by smaller banks.

Break up the big banks. And impose a hard cap on their size. No bank should have assets of more than four percent of GDP. There is support across the political spectrum for this proposal. During the debate over financial reform, the measure garnered 33 votes in the Senate – it was called the Brown-Kaufman amendment.

Fracking corporations. Hydraulic fracturing – fracking – is wrecking havoc in the northeastern part of the United States. Any corporation engaged in fracking behavior that threatens drinking water supplies ought to be put out of business. Anti-fracking activists in New York have already drafted legislation that would criminalize fracking corporations.

Corporate criminal recidivists. Legislatures should adopt provisions to strip corporations of their charters for serious corporate violations or for recidivist behavior. Some states already have such provisions, although they are rarely invoked.

Some corporations have been put to death for wrongful behavior, but they have been mostly smaller companies.

In 1983, the Attorney General of Virginia asked the state’s corporation commission to dissolve a book company convicted of possessing obscene films.

But when it comes to the serious crimes that big corporations engage in – pollution, corruption, fraud, threatening the lives of real Americans – the death penalty is off the table.
If we are serious about corporate crime, the death penalty is a deterrent that will work.

The Great San Diego Blackout of 2011

It looks like everyone survived the Great San Diego Black-Out of 2011.

I didn’t even notice there was a black-out at first, other than the printer going off while I was trying to print protest books against San Onofre Nuclear Generating Station.   A group of us formed up post-Fukushima, and we’re going places and raising awareness.  And we need books — lots of books!  People are pretty ignorant about the dangers, even post-Fukushima. There’s a lot of information being kept from the public and misinformation being presented to them.

San Onofre didn’t help at all to keep the power on when the grid went down.

Instead, they had to shut down themselves!  Supposedly this was because “they had no place to send the power.”  That’s how the spokesperson for the plant describes it.

But I would say it was because they had no offsite power coming INTO the plant!  That’s what probably really shut the plant down.

But one way or the other, here’s the obvious thing:  San Onofre is not helping.

San Onofre is presumably currently operating on Emergency Diesel Generators as I write this — and generating ZERO power to help alleviate the situation.

Thanks for your help, SONGS — NOT!

About one and a half million homes — five million people — were without power for at least six to eight hours yesterday and today, and many of them are still without power.

There WAS a seven-car pile-up on I-5 (the main freeway that runs near San Onofre), which shut it down in both directions, and I-5 was shut down heading out of San Diego elsewhere at the same time — it was a mess!

But I was prepared — or so I thought.  When the printer went out, my UPS beeped and the front panel lit up.

Those were my clues that five million of us were in the dark.  I paid little attention, being in the middle of writing a newsletter about what an atom is, an alpha particle, a beta particle, a gamma ray, a half-life, and so on.

But then the UPS beeped again, and the print job was clearly not running (the printer pauses now and then anyway, for some reason), so I went upstairs and checked the printer, and it was completely off and the on/off switch wouldn’t do anything.

So then I started to grasp that there was a blackout, and shut down the computer so that I wouldn’t drain the UPS battery just in case I needed it.

I tried to count up all the ways I wasn’t prepared for real trouble — like, a meltdown at San Onofre because of the “Station Black-Out” conditions (the same as occurred at Fukushima after the earthquake and tsunami, but minus the earthquake (which actually started the inexorable sequence that led to meltdown of the three reactors in Japan) and minus the tsunami (which is blamed for the meltdowns, but apparently was NOT responsible — it was the earthquake).

We have earthquakes here, too.  Bad ones.  Right near San Onofre Nuclear Generating Station.

Small-scale distributed renewable energy is a much safer way to power the grid.  In an emergency, nuclear power is unlikely to be there to help at all!  We’ve seen this now, time and again.

And the traffic!  Oh, the traffic!  Because the traffic lights were out everywhere, it took my wife more than an hour to get home, normally a 12 minute drive in clear traffic and a 20 minute drive at rush hour.  The 60 or so trollies in the city of San Diego all stopped at the same time, and only a couple of trains ran, so if you missed them, you missed them.

Could we evacuate five million people if San Onofre Nuclear Generating Station melted down?  No!  Can San Onofre melt down?

In a heartbeat.  It’s useless, wrong, and crazy to continue risking the enormous death and destruction that would accompany an serious accident at San Onofre.  Trapped as we are with only a few roads out of the area, San Onofre actually cuts in half the main evacuation route needed in case of an accident at the plant!  That is, the plant itself is located so close to the freeway that ANY accident at the plant will close I-5 immediately, and probably I-15 as well.

Meanwhile, the plant itself has been on restrictions and tightened inspections for years now because of worker apathy, anxiety, and audacious arrogance:  They faked safety inspections, fire inspections, security inspections, and medical claims, work records, time sheets, and, of course, worker’s own complaints were filed in the “circular” file or actually given to the supervisor about whom the complaint was filed — the LAST person who should be seeing the complaint!

Now, these guys are all scared the power plant WILL actually be shut down!  They put on a brave face, but scratch the surface, and you find out they are being told not to talk to the public, not to talk to reporters, not to talk to the Nuclear Regulatory Commission unless they absolutely have too — and WHY are they so scared?

They’re afraid they’ll lose their jobs.  Get thrown out in the bad economy just like so many of the rest of us.

 Never mind that they could be building solar and wind turbine power supplies instead.  Never mind that they are generating 500 pounds of high-level nuclear waste every day that they don’t know how to store or how to get rid of. (The most toxic stuff on earth, and, thanks to Fukushima, the most toxic stuff in your lungs and the rest of your body right now.)

Never mind that there is no way to evacuate San Diego, Orange County, Los Angeles ….

Never mind the lives that would be lost if there was a meltdown, or a spent fuel pool fire, or a dry cask fire, or all three, due to an earthquake, or a tsunami, or a power black-out, or all three.

Never mind all that — they are afraid they’ll lose their jobs.

America’s Energy Ethos: Do, Regardless of Harm

Laugh me off as the idealistic son of a physician (which I am), but I still thought the doctor’s ethos of “first do no harm” was a notion we could all agree on. Even in this hyper-polarized Era of the Screaming Red-Faced Partisan, I thought we would witness the recent Fukushima reactor meltdown or footage of Americans setting their tap water on fire and at least agree to stop pursuing energy policies that we know endanger our health and safety—if not out of altruism, then out of self-interest.

How embarrassingly naive I was. That, or I momentarily forgot that this isn’t just any industrialized country—this is America circa 2011, a haven of hubris that has become hostile to the “do no harm” principle.

This makes us different from, say, Japan and Germany when it comes to nuclear power. Scarred by fallout, the former has canceled plans to build 14 new nuclear plants and has radically altered its energy agenda, now moving to pursue solar rather than atomic energy. Likewise, according to The Associated Press, the latter reacted to Japan’s plight by voting “in favor of a ban on nuclear power from 2022 onward.”

By contrast, in the days after the Fukushima disaster, the Obama administration not only reaffirmed its commitment to expanding nuclear power, but, according to ProPublica, also continued the policy of “routinely waiving fire rule violations at nearly half the nation’s 104 commercial reactors, even though fire presents one of the chief hazards at nuclear plants.”

Additionally, The Associated Press reports that two congressional lawmakers are now pushing the government to “back a new generation of miniature nuclear reactors” that would be sited throughout the country.

Incredibly, these moves come even as a nuclear reactor in Washington state just experienced a fire scare and even as a new study of U.S. Geological Survey data shows many of the nation’s reactors sit near active fault lines.

The same story is playing out in the quest to find natural gas. Over the last few years, more evidence has surfaced that suggests drinking water may be getting contaminated by fracking—a drilling technique that involves injecting toxic chemicals into the earth. This evidence runs the gamut from a new Duke University study into methane, to a New York Times report on fracking wastewater being dumped into rivers, to Pennsylvania gas companies acknowledging that fracking is contaminating drinking water, to those now-famous YouTube videos of combustible tap water.

In response, South Africa last month halted a major natural gas project and France’s National Assembly voted to ban fracking outright. Both countries’ governments cited the “first do no harm” rationale, saying more scientific research needs to be done before fracking can go forward.

Again, though, our own government has been going in the opposite direction.

Succeeding a Bush administration that exempted natural gas drilling from the Safe Drinking Water Act, the Obama administration has refused to forcefully back congressional legislation that would merely require gas companies to disclose their fracking chemicals. At the same time, Environmental Protection Agency Administrator Lisa Jackson is publicly insisting that she is “not aware” of any proof that fracking has harmed water supplies.

Meanwhile, the White House’s one seeming tilt toward caution—its panel to study fracking—ended up being a sham, as six of the administration’s seven appointments have direct ties to the energy industry.

It all adds up to a frightening divergence: As the world increasingly embraces “do no harm,” we’re doubling down on “do, regardless of harm”—and as most physicians will tell you, that kind of attitude often ends in tragedy.

Massive World Events That Will Change Your Life

Crucial developments taking place in 2011 are changing the way we are likely to live on this planet for the foreseeable future.

Here’s the good news about energy: thanks to rising oil prices and deteriorating economic conditions worldwide, the International Energy Agency (IEA) reports that global oil demand will not grow this year as much as once assumed, which may provide some temporary price relief at the gas pump. In its May Oil Market Report, the IEA reduced its 2011 estimate for global oil consumption by 190,000 barrels per day, pegging it at 89.2 million barrels daily. As a result, retail prices may not reach the stratospheric levels predicted earlier this year, though they will undoubtedly remain higher than at any time since the peak months of 2008, just before the global economic meltdown. Keep in mind that this is the good news.

As for the bad news: the world faces an array of intractable energy problems that, if anything, have only worsened in recent weeks. These problems are multiplying on either side of energy’s key geological divide: below ground, once-abundant reserves of easy-to-get “conventional” oil, natural gas, and coal are drying up; above ground, human miscalculation and geopolitics are limiting the production and availability of specific energy supplies. With troubles mounting in both arenas, our energy prospects are only growing dimmer.

Here’s one simple fact without which our deepening energy crisis makes no sense: the world economy is structured in such a way that standing still in energy production is not an option. In order to satisfy the staggering needs of older industrial powers like the United States along with the voracious thirst of rising powers like China, global energy must grow substantially every year. According to the projections of the U.S. Department of Energy (DoE), world energy output, based on 2007 levels, must rise 29% to 640 quadrillion British thermal units by 2025 to meet anticipated demand. Even if usage grows somewhat more slowly than projected, any failure to satisfy the world’s requirements produces a perception of scarcity, which also means rising fuel prices. These are precisely the conditions we see today and should expect for the indefinite future.

It is against this backdrop that three crucial developments of 2011 are changing the way we are likely to live on this planet for the foreseeable future.

Tough-Oil Rebels

The first and still most momentous of the year’s energy shocks was the series of events precipitated by the Tunisian and Egyptian rebellions and the ensuing “Arab Spring” in the greater Middle East. Neither Tunisia nor Egypt was, in fact, a major oil producer, but the political shockwaves these insurrections unleashed has spread to other countries in the region that are, including Libya, Oman, and Saudi Arabia. At this point, the Saudi and Omani leaderships appear to be keeping a tight lid on protests, but Libyan production, normally averaging approximately 1.7 million barrels per day, has fallen to near zero.

When it comes to the future availability of oil, it is impossible to overstate the importance of this spring’s events in the Middle East, which continue to thoroughly rattle the energy markets. According to all projections of global petroleum output, Saudi Arabia and the other Persian Gulf states are slated to supply an ever-increasing share of the world’s total oil supply as production in key regions elsewhere declines. Achieving this production increase is essential, but it will not happen unless the rulers of those countries invest colossal sums in the development of new petroleum reserves -- especially the heavy, “tough oil” variety that requires far more costly infrastructure than existing “easy oil” deposits.

In a front-page story entitled “Facing Up to the End of ‘Easy Oil,’” the Wall Street Journal noted that any hope of meeting future world oil requirements rests on a Saudi willingness to sink hundreds of billions of dollars into their remaining heavy-oil deposits. But right now, faced with a ballooning population and the prospects of an Egyptian-style youth revolt, the Saudi leadership seems intent on using its staggering wealth on employment-generating public-works programs and vast arrays of weaponry, not new tough-oil facilities; the same is largely true of the other monarchical oil states of the Persian Gulf.

Whether such efforts will prove effective is unknown. If a youthful Saudi population faced with promises of jobs and money, as well as the fierce repression of dissidence, has seemed less confrontational than their Tunisian, Egyptian, and Syrian counterparts, that doesn’t mean that the status quo will remain forever. “Saudi Arabia is a time bomb,” commented Jaafar Al Taie, managing director of Manaar Energy Consulting (which advises foreign oil firms operating in the region). “I don’t think that what the King is doing now is sufficient to prevent an uprising,” he added, even though the Saudi royals had just announced a $36-billion plan to raise the minimum wage, increase unemployment benefits, and build affordable housing.

At present, the world can accommodate a prolonged loss of Libyan oil. Saudi Arabia and a few other producers possess sufficient excess capacity to make up the difference. Should Saudi Arabia ever explode, however, all bets are off. “If something happens in Saudi Arabia, [oil] will go to $200 to $300 [per barrel],” saidSheikh Zaki Yamani, the kingdom’s former oil minister, on April 5th. “I don’t expect this for the time being, but who would have expected Tunisia?”

Nuclear Power on the Downward Slope

In terms of the energy markets, the second major development of 2011 occurred on March 11th when an unexpectedly powerful earthquake and tsunami struck Japan. As a start, nature’s two-fisted attack damaged or destroyed a significant proportion of northern Japan’s energy infrastructure, including refineries, port facilities, pipelines, power plants, and transmission lines. In addition, of course, it devastated four nuclear plants at Fukushima, resulting, according to the U.S. Department of Energy, in the permanent loss of 6,800 megawatts of electric generating capacity.

This, in turn, has forced Japan to increase its imports of oil, coal, and natural gas, adding to the pressure on global supplies. With Fukushima and other nuclear plants off line, industry analysts calculate that Japanese oil imports could rise by as much as 238,000 barrels per day, and imports of natural gas by 1.2 billion cubic feet per day (mostly in the form of liquefied natural gas, or LNG).

This is one major short-term effect of the tsunami. What about the longer-term effects? The Japanese government now claims it is scrapping plans to build as many as 14 new nuclear reactors over the next two decades. On May 10th, Prime Minister Naoto Kan announced that the government would have to “start from scratch” in devising a new energy policy for the country. Though he speaks of replacing the cancelled reactors with renewable energy systems like wind and solar, the sad reality is that a significant part of any future energy expansion will inevitably come from more imported oil, coal, and LNG.

The disaster at Fukushima -- and ensuing revelations of design flaws and maintenance failures at the plant -- has had a domino effect, causing energy officials in other countries to cancel plans to build new nuclear plants or extend the life of existing ones. The first to do so was Germany: on March 14th, Chancellor Angela Merkelclosed two older plants and suspended plans to extend the life of 15 others. On May 30th, her government made the suspension permanent. In the wake of mass antinuclear rallies and an election setback, she promised to shut all existing nuclear plants by 2022, which, experts believe, will result in an increase in fossil-fuel use.

China also acted swiftly, announcing on March 16th that it would stop awarding permits for the construction of new reactors pending a review of safety procedures, though it did not rule out such investments altogether. Other countries, including India and the United States, similarly undertook reviews of reactor safety procedures, putting ambitious nuclear plans at risk. Then, on May 25th, the Swiss government announced that it would abandon plans to build three new nuclear power plants, phase out nuclear power, and close the last of its plants by 2034, joining the list of countries that appear to have abandoned nuclear power for good.

How Drought Strangles Energy

The third major energy development of 2011, less obviously energy-connected than the other two, has been a series of persistent, often record, droughts gripping many areas of the planet. Typically, the most immediate and dramatic effect of prolonged drought is a reduction in grain production, leading to ever-higher food prices and ever more social turmoil.

Intense drought over the past year in Australia, China, Russia, and parts of theMiddle East, South America, the United States, and most recently northern Europehas contributed to the current record-breaking price of food -- and this, in turn, has been a key factor in the political unrest now sweeping North Africa, East Africa, and the Middle East. But drought has an energy effect as well. It can reduce the flow of major river systems, leading to a decline in the output of hydroelectric power plants, as is now happening in several drought-stricken regions.

By far the greatest threat to electricity generation exists in China, which is suffering from one of its worst droughts ever. Rainfall levels from January to April in the drainage basin of the Yangtze, China's longest and most economically important river, have been 40% lower than the average of the past 50 years, according toChina Daily. This has resulted in a significant decline in hydropower and severe electricity shortages throughout much of central China.

The Chinese are burning more coal to generate electricity, but domestic mines no longer satisfy the country’s needs and so China has become a major coal importer. Rising demand combined with inadequate supply has led to a spike in coal prices, and with no comparable spurt in electricity rates (set by the government), many Chinese utilities are rationing power rather than buy more expensive coal and operate at a loss. In response, industries are upping their reliance on diesel-powered backup generators, which in turn increases China’s demand for imported oil, putting yet more pressure on global fuel prices.

Wrecking the Planet

So now we enter June with continuing unrest in the Middle East, a grim outlook for nuclear power, and a severe electricity shortage in China (and possibly elsewhere). What else do we see on the global energy horizon?

Despite the IEA’s forecast of diminished future oil consumption, global energy demand continues to outpace increases in supply. From all indications, this imbalance will persist.

Take oil. A growing number of energy analysts now agree that the era of “easy oil” has ended and that the world must increasingly rely on hard-to-get “tough oil.” It is widely assumed, moreover, that the planet harbors a lot of this stuff -- deep underground, far offshore, in problematic geological formations like Canada’s tar sands, and in the melting Arctic. However, extracting and processing tough oil will prove ever more costly and involve great human, and even greater environmental, risk. Think: BP’s Deepwater Horizon disaster of April 2010 in the Gulf of Mexico.

Such is the world’s thirst for oil that a growing amount of this stuff will nonetheless be extracted, even if not, in all likelihood, at a pace and on a scale necessary to replace the disappearance of yesterday’s and today’s easy oil. Along with continued instability in the Middle East, this tough-oil landscape seems to underlie expectations that the price of oil will only rise in the coming years. In a poll of global energy company executives conducted this April by the KPMG Global Energy Institute, 64% of those surveyed predicted that crude oil prices will cross the $120 per barrel barrier before the end of 2011. Approximately one-third of them predicted that the price would go even higher, with 17% believing it would reach $131-$140 per barrel; 9%, $141-$150 per barrel; and 6%, above the $150 mark.

The price of coal, too, has soared in recent months, thanks to mounting worldwide demand as supplies of energy from nuclear power and hydroelectricity have contracted. Many countries have launched significant efforts to spur the development of renewable energy, but these are not advancing fast enough or on a large enough scale to replace older technologies quickly. The only bright spot, experts say, is the growing extraction of natural gas from shale rock in the United States through the use of hydraulic fracturing (“hydro-fracking”).

Proponents of shale gas claim it can provide a large share of America’s energy needs in the years ahead, while actually reducing harm to the environment when compared to coal and oil (as gas emits less carbon dioxide per unit of energy released); however, an expanding chorus of opponents are warning of the threat to municipal water supplies posed by the use of toxic chemicals in the fracking process. These warnings have proven convincing enough to lead lawmakers in a growing number of states to begin placing restrictions on the practice, throwing into doubt the future contribution of shale gas to the nation’s energy supply. Also, on May 12th, the French National Assembly (the powerful lower house of parliament)voted 287 to 146 to ban hydro-fracking in France, becoming the first nation to do so.

The environmental problems of shale gas are hardly unique. The fact is that all of the strategies now being considered to extend the life-spans of oil, coal, and natural gas involve severe economic and environmental risks and costs -- as, of course, does the very use of fossil fuels of any sort at a moment when the first IEA numbers for 2010 indicate that it was an unexpectedly record-breaking year for humanity when it came to dumping greenhouse gases into the atmosphere.

With the easily accessible mammoth oil fields of Texas, Venezuela, and the Middle East either used up or soon to be significantly depleted, the future of oil rests on third-rate stuff like tar sands, shale oil, and extra-heavy crude that require a lot of energy to extract, processes that emit added greenhouse gases, and as with those tar sands, tend to play havoc with the environment.

Shale gas is typical. Though plentiful, it can only be pried loose from underground shale formations through the use of explosives and highly pressurized water mixed with toxic chemicals. In addition, to obtain the necessary quantities of shale oil, many tens of thousands of wells will have to be sunk across the American landscape, any of one of which could prove to be an environmental disaster.

Likewise, the future of coal will rest on increasingly invasive and hazardous techniques, such as the explosive removal of mountaintops and the dispersal of excess rock and toxic wastes in the valleys below. Any increase in the use of coal will also enhance climate change, since coal emits more carbon dioxide than do oil and natural gas.

Here’s the bottom line: Any expectations that ever-increasing supplies of energy will meet demand in the coming years are destined to be disappointed. Instead, recurring shortages, rising prices, and mounting discontent are likely to be the thematic drumbeat of the globe’s energy future.

If we don’t abandon a belief that unrestricted growth is our inalienable birthright and embrace the genuine promise of renewable energy (with the necessary effort and investment that would make such a commitment meaningful), the future is likely to prove grim indeed. Then, the history of energy, as taught in some late twenty-first-century university, will be labeled: How to Wreck the Planet 101.

Germany Takes Most of Its Nuclear Plants Offline

BERLIN  — More than three-quarters of Germany's nuclear power plants were offline Saturday due to maintenance work or shutdowns ordered by the government after Japan's Fukushima nuclear power plant disaster, utility companies said.

Only four of the country's 17 nuclear power plants were online after the energy utility RWE AG took its Emsland plant off the grid Saturday.


Environmentalists accused the utilities of staging simultaneous maintenance shutdowns while threatening blackouts to put pressure on Chancellor Angela Merkel's government, which appears determined in the wake of the Fukushima Dai-ichi catastrophe to phase out nuclear power within a good decade.

"We are afraid that the utilities could intentionally stage a blackout to influence people in the debate on phasing out nuclear power," said Jochen Stay of anti-nuclear group Ausgestrahlt.

A spokesman for RWE rejected the allegation, however, telling German news agency DAPD the maintenance at Emsland had been scheduled even before the disaster in Japan.

Experts said the situation was potentially worrisome, since a significantly lower electricity input could change the grid's overall voltage and in the worst case lead to blackouts.

"The situation will probably be manageable," the head of Germany's DENA electricity grid agency, Matthias Kurth, was quoted as saying in Saturday's Sueddeutsche Zeitung newspaper. "The situation would be worse if we didn't have that much sun at the moment" — a reference to the growing amount of electricity generated by solar panels across the country.

To compensate, Germany is likely to import more electricity from its neighbors, chiefly from France and the Czech Republic, which both rely heavily on nuclear power.

Germany, Europe's biggest economy, stands alone among the world's leading industrialized nations in its determination to ditch nuclear power and replace it with renewable energies.
While the government is expected to officially decide how quickly it wants to abolish the technology in June, Merkel's conservative allies from Bavaria state went ahead late Friday and voted in favor of a ban on nuclear power from 2022 onward.

Merkel on Saturday embraced their decision, saying the 2022 target is "very ambitious" but is in the right timeframe, DAPD news agency reported.

Nuclear power usually generates about 23 percent of Germany's electricity — about the same level as in the U.S. — but with the shutdowns it is now contributing less power than renewable energies, which normally provide 17 percent of Germany's power.

After the March 11 earthquake and tsunami crippled Japan's Fukushima plant, Merkel's government decided to shut down seven reactors built before 1980 pending thorough safety checks. Other plants have been taken off the grid in past weeks for scheduled maintenance.
Two reactors are scheduled to go back online by the end of next week, which should ease the tight domestic electricity supply.

Nuclear power has been very unpopular in Germany ever since radioactivity from the 1986 Chernobyl disaster drifted across the country.

47 nations at US nuke summit agree to four years of non-proliferation efforts

A 47-nation summit in Washington agreed Tuesday to lock up the world's most vulnerable nuclear materials within four years to prevent terrorists from setting off a global "catastrophe."

The unprecedented gathering met the challenge posed by President Barack Obama, who said the world was littered with poorly guarded fissile material that militant groups could use to build a horrific weapon.

"We welcome and join President Obama's call to secure all vulnerable nuclear material in four years, as we work together to enhance nuclear security," the leaders said in a joint communique due to be released shortly and seen by AFP.

They outlined voluntary, yet only partly defined measures to combat nuclear trafficking, including sharing information and detection, forensics and law enforcement expertise.

The leaders said they "recognize the need for cooperation among states to effectively prevent and respond to incidents of illicit nuclear trafficking."

They also underlined that the "essential role" in combating nuclear proliferation rests with the UN watchdog, the International Atomic Energy Agency.

Increased security must "not infringe upon the rights of states to develop and utilize nuclear energy for peaceful purposes and technology," summit participants said.

Hosting the largest summit in the United States in over six decades, Obama pressed China to back UN sanctions on Iran over its controversial nuclear program.

Amid mixed signals from Beijing, Chinese President Hu Jintao told the summit that Beijing "firmly" opposes atomic weapons proliferation, while backing civilian uses.

On what are commonly referred to as loose nukes, Obama pressed his guests "not simply to talk, but to act."
"Nuclear materials that could be sold or stolen and fashioned into a nuclear weapon exist in dozens of nations," Obama said.

He said radioactive material as small as an apple was enough to kill thousands of people.

"Terrorist networks such as Al-Qaeda have tried to acquire the material for a nuclear weapon, and if they ever succeed, they would surely use it," the president said.

"It would be a catastrophe for the world -- causing extraordinary loss of life, and striking a major blow at global peace and stability."

Mexico gave Obama's initiative a boost by agreeing to give up weapons-grade uranium. Ex-Soviet Ukraine and Canada made similar pledges on Monday after Chile's earlier moves.

Russian Foreign Minister Sergei Lavrov announced plans to spend up to 2.5 billion dollars to dispose of plutonium from its massive defense program.

Russia and the United States also signed a new protocol pledging to complete the disposal of 34 tonnes of excess weapons-grade plutonium each, enough to make 17,000 weapons.

In parallel with the drive against loose nukes, Obama used the summit to drum up support on the US drive to slap a fourth round of UN sanctions against Iran over its nuclear drive.

Washington accuses Tehran of seeking to produce nuclear weapons, but Iran insists it is only pursuing civilian nuclear power.

Obama discussed the sanctions with Hu, a crucial partner since China, a big economic partner of Iran, has veto power in the UN Security Council.

China's foreign ministry meanwhile reaffirmed its long-held skepticism about the need for sanctions, saying that "pressure and sanctions cannot fundamentally solve" the standoff.

But the White House was optimistic about chances of getting China on board.

German Chancellor Angela Merkel, who backs sanctions, said she was "very hopeful."

Obama also met with the leaders of Brazil and Turkey, both non-permanent members of the UN Security Council reluctant to support sanctions.

In his address to the summit, Hu gave few clues, saying China opposed nuclear weapons proliferation, while also underlining that China backs "the equal right of all countries to the peaceful use of nuclear energy."

The New York Times reported that Obama was offering to help China maintain steady fuel deliveries if sanctions against Iran led to a disruption of oil supplies.

Iran defiantly said it was organizing its own nuclear conference to be held in Tehran on Saturday and Sunday with foreign ministers from 15 countries.

A manual on securing stocks of separated plutonium and weapons grade uranium, as well as advice on how to dispose of the dangerous materials, was issued at the end of the Washington summit.

However, all the steps are voluntary and the plan for accomplishing the four-year plan remains sketchy.
